As was previously known, several amendments to the Military Service Act proposed by 16 members of the People’s Council including Yoon Sang-hyeon in June will be discussed at the meeting of the National Defense Commission held on September 9th, 2021. At this meeting, the authorities will discuss the inclusion of pop culture artists in the category of equivalents to athletes in sports and other culture and the arts, along with whether to waive their decision about exemption for BTS or not. Specifically, at the meeting of the National Defense Commission today, 10 issues other than the “BTS Military Service Exemption” became a hot topic. Several amendments to the Military Service Act, depending on whether BTS is exempt from military service or not, were expected to be discussed in the second half, but the discussion fell through due to not enough time. BTS’s military service benefits, attracting everyone’s attention, ended without any clear results. Several amendments to the Military Service Act are expected to be discussed again in the second half of this year and specially, after the Grammy Awards.
Recently, it has been pointed out that it is unfair to exclude popular culture from the conscription system in particular. The ḳöŕệä Music Content Association stated, “In the case of arts, even if they win a contest organized by a local newspaper, they should also receive military service benefits, but it’s not fair for pop culture artists to receive military service benefits”. They called for an amendment to the Military Service Act.
However, the government haven’t accepted the proposal to allow alternative military service for pop singers, who have raised national prestige through the Hallyu wave yet. They argue that this change affects the basic principle of completing military service. The Defense Commission also said through the αѕѕessment report that there are no indexes in the popular arts and culture sector, such as the Olympics and competitions, so it is difficult to come up with exact criteria to consider how much Kpop artists contribute and whether they are exempt from military service.
Earlier, many authorities under the National Defense Commission also gave negative opinions about the amendment of the Military Service Law in their report. They explain that in the field of popular culture, there is not as much public trust as in other sports and arts athletes. Therefore, the consideration of exemption from military service is quite difficult.
After all, BTS is writing their first K-pop record with “Dynamite”, “Butter” and “Permission to Dance”. They were also recently appointed as the “Presidential Envoy for Future Generations and Culture” as pop artists.
